Libya: UN Security Council Calls for the Formation of Unified Government

In a statement, on Wednesday, the Council called on all actors in Libya to maintain the prevailing calm on the ground, and to come together under the auspices of the United Nations to quickly agree on a political settlement in order to hold free and fair presidential and parliamentary elections as soon as possible across the country.

The United Nation Security Council has affirmed the commitment of its members to support the inclusive Libyan dialogue, which aims to form a unified Libyan government, capable of governing all parts of the country, and representing the entire Libyan people.

In a statement, on Wednesday, the Council called on all actors in Libya to maintain the prevailing calm on the ground, and to come together under the auspices of the United Nations to quickly agree on a political settlement in order to hold free and fair presidential and parliamentary elections as soon as possible across the country.

The Security Council called on Libyan stakeholders who had previously given strong guarantees to support and respect the independence and integrity of the electoral process, to abide by these guarantees, in line with their political responsibilities towards the Libyan people.

The Council considered that the continuation of the political impasse in Libya threatens the achievement of stability and unity in the country, reiterating its strong support for the Special Representative of the Secretary-General for Libya and his efforts to restore new momentum in the faltering political process in Libya and improve stability in the country.

The Security Council welcomed the extensive consultations conducted by the Special Representative with the Libyan parties and the international community, and reiterated its call for those parties to participate in the dialogue with the Special Representative and with each other in a constructive and complete manner, in a spirit of compromise, and in a transparent and comprehensive manner.

In its statement, the Council called for the full participation of women at all levels, including in leadership positions, stressing the importance of providing a safe environment for civil society organizations to work freely and protect them from threats and reprisals.

The Security Council stressed the importance of establishing a Libyan-led mechanism to set spending priorities and ensure that oil and gas revenues are managed in a transparent, fair and accountable manner for the benefit of the Libyan people and with effective Libyan oversight.

The members of the Security Council called on all parties to adhere to the October 23, 2020 ceasefire agreement, and reiterated their call to all parties to accelerate the full implementation of its provisions, including the action plan approved by the Joint Military Committee (5+5).

The statement urged member states to respect and support its implementation of the ceasefire agreement and the withdrawal of all foreign forces, foreign fighters and mercenaries from Libya without further delay.

They indicated the need to plan for security sector reform, and to make progress towards the demobilization, disarmament and reintegration of armed groups, as agreed upon by the (5+) Committee on December 8th.

The Security Council stressed the need to establish a comprehensive, unified and accountable security architecture with civilian leadership for Libya as a whole, and reiterated its call to the Libyan authorities, including the Military Commission; to redouble its efforts in this regard.

The members of the Security Council recalled that the measures provided for in resolution 1970 (2011), as amended by subsequent resolutions, apply to individuals and entities determined by the United Nations Libya Sanctions Committee to be engaging in acts that threaten, obstruct or obstruct the peace, stability or security of Libya. Undermining the successful completion of the political transition process, including by obstructing or undermining elections.”

They further demanded full compliance by all Member States with the arms embargo imposed by resolution 1970 (2011), as amended by subsequent resolutions.
